Carolyn Annette Tinsley Rice

Carolyn Annette Tinsley Rice born April 14, 1939 passed away peacefully in Lakewood Ranch Florida on October 5, 2024. She was surrounded by her family at the end of her two year battle with cancer. Born in Lynchburg, Virginia, Carolyn spent her early years in Washington D.C. but she cherished her adolescent summers in Lynchburg with her grandparents, family and friends. Carolyn was a bright student and an avid reader, graduating twice from Howard University, earning both a B.A. in 1961 and an M.A. in 1968. Her professional career began in Washington, D.C., employed by the District of Columbia Government. After a while, she accepted employment with the Federal Government in D.C. She stayed in D.C. until she was promoted to Regional Administrator in Chicago, Illinois where she remained for several years. Her final move was to the New York Office.
Carolyn dedicated over 25 years as a highly ranked United States executive with regional and national leadership roles, where she inspired many young people with her passion for success. After meeting “The Love of Her Life”, Carolyn relocated from Chicago, Illinois to Secaucus, N.J. and worked in New York City. One year later, she became Mrs. Carolyn Annette Tinsley Rice. Every year, she traveled to each state in her region, evaluating completion of required regional programs. After a few more years of commuting from Morristown, New Jersey to New York by train, she retired as Regional Administrator, Department of Health & Human Services, Region.
Carolyn’s greatest joy was her family and friends. She was a member of Delta Sigma Theta Sorority, Girlfriends, Inc., a past member of the Morristown Chapter of Links, a past member of The New York Carousels and numerous other organizations.
In addition to her devotion to her family, Carolyn was a very talented and creative artist. Her paintings were often displayed, and purchased at several of the local art shows. Often a painting or two would be gifted to a very close friend or family member.
Also, one of her greatest passions was world traveling, particularly international cruising with her husband and multiple friends around her. She enjoyed negotiating and creating that perfect travel experience, since she was a licensed travel agent. Carolyn and Booker cruised extensively, including: Mexico; The Panama Canal; The Caribbean Islands; Alaska; and 12 Countries in Europe.
Carolyn was a beautiful loving wife, a wonderful mother, and a dear sister who could best be described as beautiful both inside and out. She was fun to be around, very caring towards others and made a memorable impression on everyone around her. She will be sorely missed.
Carolyn was predeceased in death by both parents, Vincent and Nanny Tinsley. She is survived by: Her Beloved Husband, Booker Rice; A Devoted Sister and Brother-In-Law, Vincell (Wendell) McAllister: Two adored sons and daughters-in-law, Daryl (Jacque) Murphy and Derek (Mary) Murphy; A Dear Stepdaughter, Cynthia Rice; A Precious Granddaughter, Spenser Murphy; and A Cherished Niece, Wendy McAllister.
In lieu of flowers, the family asks that donations be made to the American Cancer Society.
Carolyn’s warmth, kindness and love will be missed by all who knew her.
